Do I have clearance to give missions to ships that have none?/ Have finished one?

 I don't see much of the CO and XO, I gave the Ares a mission because Captain Drex came to me asking about one.  I can be on a bit every day, so if its not possible for anyone else I can keep the ships going mission wise.

Do you know anything about the Ticonderoga? It's captain has been reported unactive

If she's Leela Kaz she won't come back, Kaz there found a replacment and left.

"Indeed you could captain. I will assign you to......do you know of the USS Alamo? It is a ship in the Alpha Quadrant. I am told it needs assistance with a cardassian ordeal. I am assigning you to assit it"

Am I able to apply for division 3rd in command? I have experience in command
