"Were you forced or pushed in any way by Admiral Ransom to join them to their base? What is your observation of the species? At this point starfleet has no plan to make any alliances with such a new race. Technically talks never should have began. Provided what has occured it will be a slim chance."

(build what?)
Gordon cleared his throat and spoke once more.
"I am the only Ambassador in Expansion Fleet at this time. And lead all diplomatic affairs. And my professional decision is that all relations are to be suspended pending a formal hearing under me and a JAG council. That is now in effect. Consider it a breach to conduct business with this Andros and his people until then. To the evidence as of yet i have drawn to the conclusion that Admiral Ransom did act against diplomatic regulation, however meant no harm to the Federation and had no knowledge of what the aliens were going to do. The only issue he will be brought forth to speak on will be that of the forming a short alliance or pact with the Chronasians. Penaltys will vary. The max being a demotion more likley to Admiral. and the less being a mark on the record. Again, i am no JAG Magistrate. But this is my guess. However it is no small charge either. We'll cross that bridge later."

Gordon looks from Hobson to Garhart.

"What the Admiral is trying to say is that their is a very good chance the crew of this station will be held to testify before a JAG hearing. My report will go right to Admiral Montrell for JAG review. As  i stated before. Due to lack of JAG officers which would be doing this rather than me, i am taking it upon myself to conduct a diplomatic investigation as this is a diplomatic affair. I will read to you the charges i have only so far. First, the conducting and establishing of trade without authorization from the Fleet Embassy. And without an Ambassador. Second, the exchange of Starfleet personnel which is a general no-no. We simply don't submit officers to train with any race. Even ones we are friendly with. The things which i reason to that Ft. Admiral Richard Ransom has ordered and taken on are in direct violation of Diplomatic Regulation. That is only a small part of my report. I have yet to get more information from crew. Keep in mind i am a neutral party. My job here is to inturrpret the evidence before me."

Gordon sits down a  padd in one hand for recording.

"To ask you questions. In your opinion what is the mind state of Admiral Ransom, and Admiral Garhart? Would you say their decisions to make preemptive contact to be because of mental difficulties? For the sake of this investigation i require all record to officers sessions with you. I will need them for Admiral Ransoms."

Gordon looks at Ransom.

"We need to talk Mr. Ransom. Before i submit my report, you may defend yourself. It is to my conclusion, that the unforgivable torture, and wrongful imprisonment of myself, Admiral Madison and Hobson was the indirect result of your bringing into this sector, the race known as Chronasians. You were in breach of diplomatic regulation by committing acts of trade and alliance without authorization of the Embassy or other authority. And acting without ambassador. Your actions will most likley be put to a hearing. My report go's to Admiral Montrell."
