Fleet "Custom" Starship Construction Regulation

The following are the regulations for Custom Starship Design and Construction.
1) Any and All Custom Starship Projects that are taking place at this moment are to halt, and follow in accordance to the following.
2) Custom Starship construction projects are not permitted to begin without approval from the Engineering Corps. (Nova).
- Custom Starship Construction is to come to a virtual halt indefinitely. The rising number of "Tank Starships" is unneeded and is borderline on breaking Trek Canon.
- This does not apply to any common starships. (I.E. Excelsior, Akira, Galaxy, Etc.) ONLY to Custom Starship Design/Construction. It is not urged to even plan a project of custom design, since as stated, it is not needed.
  These regulations are Final and have been written and posted with full approval
