If you can't find any captains willing to transfer, however, you do have permission to make an immediate promotion to fill the essential CO positions.

Just as a note, however, most positions will no be filled with the listed ranks. All academy graduates must start at Ensign, and all non-graduates start at Crewman Recruit.

I have an old character that I can start using again and I can take up the XO for the divison. Its always good to have an experianced officers as an XO you can rely on.
