Well, it is extremely hard to get missions going if we have little (2-3) or no crew mr. drake.

You're right.  But planning helps.
Let me share something:
I was once the XO of Omega Division, for a while we were inactive and the CO and I started to post some missions and ideas and very soon people started posting, you remember?  you were in that division once too.
