Starfleet regulation 37-c states that the engineering officers have a duty to repair their assigned duty starship to the specifications of the original blueprints of the class of starship.  
Multivector assault mode is in the original Utopia Planita fleet yards specs for the promethius class vessels.  

Commander, I would like to install a subroutine into Orpheus to grant him control of one of the sections when in MVA mode.  With your permission of course.

Just then the core explodes shaking the ship violently sparks fly from verious consoles and crewmembers are nocked around violently.

(OFF: Actually, I'm on section one, and Travis is Section 2, and Orpheus is section 3. Section 3 is deserted, so Orpheus is running the section alone. But anyway, Section one is the saucer, Section 2 is the upper drive section, and three is the lower drive section.)
