"This is indeed a very serious matter. These Romulans must not get hold on all critical Starfleet data. However, it appears that taking back the station will not be as easy. Clearly, if your ships, Mr. Karelia, were a match against them, you would not have let them take your station.
We can simply send more ships to Deep Space 12, and offer a fight, but that too is not a favourable solution, for two reasons: our chances for success are still not high enough, and most likely we will have to attack the station itself as well, and bring damage upon a station of our own. However, if all other options fail, that would be the only one left, of course.
First, we must somehow weaken their position, before we attack. We must get our hands on the station again, to begin with, and disarm the Romulans on board there. And only then, when the station is no threat to us, can we begin to handle the Romulan vessels themselves.
But taking back the station itself, I fear, will not be easily done with firepower. I believe it must be done from within - by infiltrating them, disguised as Romulans."

"Congratulations indeed, Mr. Keach." Vorak looks at the officer, and then glances at admiral Karelia and all his other fellow officers. "It appears that the crew of DS12 and of its appointed ships are all very competent and professional officers. You have a good fleet there, admiral Karelia, and for that I commend both you and each of your officers. And it will be THAT, which will ensure the recapturing of the station.
But one thing troubles me: we should not think of this mission as one to DESTROY these Romulans. We should end the threat, end the coalition, in as far as we can, but we must attempt to preserve life as much as we are able to. If we need to destroy a life to defend ourselves, or DS12, we will have no choice, but if we manage to capture these Romulan renegades, we should hand them over to the Romulan government who will decide what to do with them. Doing anything else, will bring us at odds with this uneasy peace treaty between the Federation and the Romulan Star Empire."
