Mr. Mason, I'm posting here for a few things: I'd like my title changed to Chief of Science aboard the USS phoenix. Another thing is that the person that is supposed to assume head of the ship, Chekov, after the completion of the secret base, is absent, and has been so for some time. What should we do about this?

As i said command isn't really open anywere. IF it is its not needed. Mainly because if you were crew of a station it would only be you. So it wouldn't do much good to place you there.
